Meet Our Team
Assembling just the right team with a deep heart for 9-1-1, EMS, and public-safety has taken years. And the wait was well worth it! Our Administrators and Faculty are true collaborators in advancing the 911TI mission in accord with 911TI's values. Our carefully selected instructors are each highly qualified subject matter experts in their fields: psychology, health, organizational wellness, management and leadership, and emergency response.
Each member of our team was chosen not just because of what they know but who they are as people. Together we design and deliver vibrant learning events and resources of unparalleled quality, customized to empower 9-1-1 and EMS professionals for long, rewarding careers and personal resilience.

ADMINISTRATION & FACULTY
Jim Marshall, MA
CO-FOUNDER
INSTRUCTOR AND CONSULTANT
Jim Marshall is a licensed mental health professional deeply embedded in the 9-1-1 industry. Jim guides the 911TI faculty in development of innovative curriculum and resources. He advocates for national initiatives upholding the well-being of the very first responders.
Deborah Gagnon, MS
CHIEF FINANCIAL OFFICER
CHIEF OPERATIONS OFFICER
Deborah Gagnon serves as 911TI's CFO and COO, managing all financial activities. In addition, she leads all 911TI operations, including design of customer services, contract management, and logistical support for 911TI's partnering agencies and our faculty.
Ryan Dedmon, MA
OUTREACH DIRECTOR
INSTRUCTOR AND CONSULTANT
Ryan Dedmon is a retired police dispatcher with 12 years of service in law enforcement. He is a California POST Academy Instructor and supports 911TI's relationships with first-responders through outreach and engagement, conference speaking, facilitating training classes, and managing media.
Kim Ostin
ASSISTANT TRAINING MANAGER
CURRICULUM CONSULTANT
Kim Ostin is a retired 9-1-1 Supervisor with 33 years of service. She provides instructor support and customer care to 911TI's partnering agencies, assuring seamless delivery of our training and consulting services.
Richard Janka, PsyD
CHIEF EXECUTIVE OFFICER
FACULTY CHAIR AND CONSULTANT
Dr. Richard Janka is a licensed, practicing psychologist. He specializes in design and delivery of resilience, peer support, and emergency mental health dispatching classes for 9-1-1 professionals and other emergency responders.
Daniel Edwards, MA, LCAS

INSTRUCTOR AND CONSULTANT
Daniel Edwards is a retired Police Captain with 28 years of service in law enforcement. He is a Licensed Clinical Addiction Specialist with expertise in crisis communications, intervention, and management.
R. Tyrone Kelsey, MA
CULTURE & BELONGING
INSTRUCTOR AND SENIOR CONSULTANT
Tyrone Kelsey is a and subject matter expert in implicit bias, racial diversity and inclusion, and is a certified corporate consultant. He creates and delivers innovative curriculum and leads 911TI's consulting services, empowering agencies to optimize team performance, relationships, and morale.
Nancy Lockhart, ENP

INSTRUCTOR AND CONSULTANT
Nancy Lockhart is a retired Emergency Communications Center Deputy Director with over 30 years of experience in 9-1-1. She is devoted to developing 9-1-1 Professionals at all levels who will excel in service and resilience in the face of ever-escalating demands upon our call centers.
Angela Johnson, PhD, LPC, CFTP

Dr. Angela Johnson is a retired Public-Safety Dispatcher and Supervisor with 18 years of service. She is a licensed professional counselor, with clinical expertise on the impacts of compassion fatigue and trauma on 9-1-1 professionals and other first-responders.
Reggie Parker, MS, LPC

Reggie Parker is a retired Police Sergeant with 32 years of experience in law enforcement. He is a Licensed Professional Counselor with expertise in crisis communications, crisis intervention training, and de-escalation skills.
Mike Tackett, MBA

Mike Tackett has 33 years of experience in law enforcement and 911 with expertise in crisis management and leadership. He is a licensed mental health professional certified in EMDR therapy, and specializes in treating first-responders.
Cassie Sexton
DIRECTOR of CLIENT RELATIONS
INSTRUCTOR AND CONSULTANT
Cassie Sexton is a retired police dispatcher with over 15 years of service and currently serves as a Co-Chair of the National NENA Wellness Committee, as well as a member of the North Carolina NENA Wellness Team. She has expertise in first-responder treatment and wellness programs that support 911TI's partner and client relationships.
